Start with a provider check
Free ESOL courses are available in England, but a funded place is not automatic for every learner or every course. Start by finding an official local ESOL service, then ask the provider to confirm the funding decision and the full cost for your particular place before you enrol.
Use GOV.UK's local council finder to reach your council's website. Look for adult learning or ESOL. You can also search the National Careers Service course finder using ESOL and a town, city or postcode. Open the provider's own page and confirm the current details directly; a search result is not a confirmed place.
This guide helps you check funding information and compare written costs. Nolixia does not assess personal funding eligibility, enrol you in these classes or collect application documents.
Check which funding arrangements apply
England does not have one funding decision that covers every learner in every area.
The national Adult Skills Fund rules for 2026–27 include ESOL and principally cover non-devolved areas. In this context, devolved means that an area's adult-skills funding is managed through its own arrangements. This distinction also exists within England; it is not only a difference between the UK nations.
For example, London publishes separate 2026–27 Adult Skills Fund rules. Community or charitable provision may have another source of support. Ask the provider which arrangements apply to the course and your home area, rather than transferring an eligibility rule from another website.
Useful terms to clarify are:
- Fully funded: ask the provider to confirm that your place is fully funded under the relevant scheme and what that covers.
- Co-funded or subsidised: some support is available, but you may have an amount to pay. Ask for the actual amount for you.
- Fee-paying: obtain the full written price and check whether the provider offers any applicable support.
Do not decide your eligibility from these labels alone. The provider must check the relevant circumstances and explain its decision. This page does not give residency or immigration advice or set a national income threshold.
Find a real service, then check its current offer
On the National Careers Service finder, enter ESOL in the course or keyword field and your area in the location field. You can also try English for Speakers of Other Languages. Check whether a result is classroom-based or online, then follow its provider details.
For examples of official information, Hampshire County Council's ESOL page describes its adult provision in Hampshire. City Lit's ESOL pages describe its own provision in London. Their information can help you see what a provider explains, but it does not establish your eligibility, a current vacancy or a place elsewhere in England.
When you contact a service, identify the exact course or programme you mean. Ask how to check your starting level and whether the provision includes an assessed qualification. A conversation group, a taught course and independent app practice are different options.
For a broader introduction to choosing a class, use our ESOL courses guide. Our levels guide can help you understand the labels before speaking to a provider.
Compare two fictional fee quotations
The following quotations and amounts are invented for this comparison exercise. They are not real provider offers, typical prices or courses you can book. The exercise is about identifying confirmed and missing information.
Fictional quotation A: “Tuition £0, subject to an eligibility check. Assessment and materials information to follow.” The eligibility check has not happened yet.
Fictional quotation B: “Fee-paying place: tuition £40, assessment £10, required materials included.” For the exercise, these are all the stated course charges.
| Cost information | Quotation A | Quotation B |
|---|---|---|
| Tuition payable by this learner | Conditional; not yet confirmed | £40 |
| Assessment | Not explained yet | £10 |
| Required materials | Not explained yet | Included |
| Confirmed course total for this learner | Unknown | £50 |
Try answering these questions before reading the explanation:
- Does quotation A confirm that you personally will pay nothing?
- What is the stated course total in quotation B?
- Can you already conclude which option will cost you less?
- What information do you need from A before deciding?
Answers and the next action
1. No. The £0 tuition depends on an eligibility decision that has not been made. The description is also incomplete.
2. £50. Add £40 tuition and £10 assessment. Required materials are included in this fictional quotation.
3. No. A's final position is unknown. B's price is clearer, but that does not automatically make B a better course or the cheaper option for you.
4. Ask for the funding decision and a complete written breakdown. Find out what would be covered, what you would actually pay and whether any listed extras are optional or compulsory.
Missing information is something to clarify, not permission to assume that extra charges are allowed. The national 2026–27 ASF rules prohibit compulsory direct learning-cost charges for learners fully funded under those rules, including essential activities or materials. If a description says fully funded while also listing required extras, ask the provider to explain how the charges fit the applicable rules. See the fees and charging section of the national guidance.
Keep a short cost-evidence record
For each real option, record what the provider has actually confirmed. Write not confirmed instead of guessing.
| Item to record | Evidence to request or keep |
|---|---|
| Exact course and funding route | Course title and the scheme or local arrangements the provider says apply |
| Your funding decision | Confirmation for your place, not just an advert saying funded places exist |
| Tuition and required course costs | Written amounts and what is included, including any assessment or essential materials |
| Optional items | A separate description so you can distinguish a choice from a requirement |
| Costs outside the course | Your own likely travel, childcare or technology needs; ask separately whether any support is available |
| Date and contact | When the information was confirmed and which official service supplied it |
These questions do not mean every provider charges each item or offers each kind of support. They help you identify what is relevant to your circumstances and avoid treating unknown information as zero.
Ask for a written breakdown
Adapt this original message to the course you have found. Use the provider's official contact route.
Subject: Funding and full cost of your ESOL course
Hello,
I am interested in your ESOL course. Could you tell me which funding arrangements apply and how you can check whether my place would be funded?
Before I enrol, please could you confirm the full amount I would need to pay? Please explain what is included in tuition, assessment and required materials, and identify any optional items separately. If my place would be fully funded, please confirm what that covers.
Please also tell me what information you need for the eligibility check and how I should provide it through your official application process.
Thank you for your help.
There is no need to send eligibility documents to Nolixia. Follow the actual provider's instructions and ask it to explain anything you do not understand before agreeing to a place or payment.
If a funded place is not available
Ask whether the provider has a waiting list, another suitable programme or an official local service it recommends contacting. Check those options directly; this guide cannot promise admission, funding or a start date.
If an alternative is a community conversation group, confirm whether it offers the teaching, support or qualification you need. Do not assume that every English activity leads to an assessed award. If you are new to the term, our introduction to ESOL explains the different learning goals.
While arranging a class, you can explore ESOL English and its official downloads for general reading, videos and quizzes. The app provides supplementary practice; it does not award an ESOL qualification or arrange a funded college place.
